The Tax Picture: A Special Improvement District

Briggs Ranch uses a Special Improvement District instead of a MUD. Bexar County’s Commissioners Court created the Briggs Ranch Special Improvement District in December 2020 under Chapter 382 of the Local Government Code. The order lets the district levy a property tax instead of assessments to pay for public improvements such as roads, through bonds or other financing. There’s also a Briggs Ranch II SID at the same rate.

Taxing unit 2026 rate (per $100)
Bexar County $0.285963
Road and Flood Control $0.014036
University Health (Hospital District) $0.276235
Alamo Community College District $0.166650
San Antonio River Authority $0.019300
Medina Valley ISD $1.126600
Bexar County ESD No. 2 $0.089845
Briggs Ranch SID $0.562880
Total About $2.541509
  • Where the numbers come from: The county, special district, and ESD rates are from the Bexar County Tax Assessor-Collector’s 2026 table. Medina Valley ISD isn’t on that table. Its board set $1.1266 ($0.6266 for operations and $0.50 for debt) on August 24, 2026. The developer’s fact sheet lists ESD No. 2 for the community
  • Older figures: The developer’s December 2025 fact sheet shows a total of about $2.53 using earlier rates. The improvement district went from $0.54159 in 2025 to $0.56288 in 2026
  • Confirm the lot: The Bexar Appraisal District record lists every unit that taxes a property. Check it for the exact address, including which SID applies

Worked Example: A $500,000 Homestead

Using 2026 rates and the exemptions on the Bexar County table, a $500,000 homestead pays roughly:

  • Medina Valley ISD: the $140,000 state school exemption leaves $360,000 taxable, or about $4,056
  • Bexar County and University Health: 20% exemptions each, about $1,144 and $1,105
  • Briggs Ranch SID: no exemption listed, so about $2,814
  • Everything else: community college, ESD, Road and Flood, and river authority, about $1,419 combined
  • Total: roughly $10,537 a year (about $878 a month in escrow), compared with about $12,708 without the exemption

A new home is valued as of January 1. If it’s finished mid-year, the first bill may be mostly on the lot, with a jump to full value the next year. Ask your lender to escrow for the full-value number.

Schools, Utilities, and HOA

  • Schools: The developer lists Lacoste Elementary, Loma Alta Middle, and Creek View High School in Medina Valley ISD, and mentions plans for on-site elementary and middle schools. The district’s August 2026 board agenda included a Creek View High School construction briefing. Confirm campus assignments with Medina Valley ISD, and use TEA report cards for school information
  • Utilities: The developer’s fact sheet lists San Antonio Water System for water and wastewater, CPS Energy for electric and gas, and AT&T and Spectrum for internet
  • HOA: The same fact sheet lists dues of $387.50 per quarter, including trash service, with Lifetime HOA Management. Confirm current dues, transfer fees, and deed restrictions before you sign

Step-by-Step: Buying New Construction in Briggs Ranch

  • Step 1, Pre-approval: Get pre-approved before you tour models, and compare the builder’s preferred-lender incentive against an outside lender’s full rate and fee quote
  • Step 2, Agent registration: Builder policies vary. Bring your agent or register them at your first visit so you have representation in the negotiation
  • Step 3, Lot and district: Ask which improvement district the lot is in, request any district disclosures, and check the lot on the FEMA Flood Map Service Center
  • Step 4, Contract: Builders use their own purchase agreements. Review deposits, completion dates, and the warranty
  • Step 5, Inspections: Hire an independent inspector for pre-drywall and final inspections. County inspections don’t replace your own
  • Step 6, VA buyers: The VA funding fee on first use is 2.15% with less than 5% down, 1.5% with 5% down, and 1.25% with 10% down. Veterans receiving VA disability compensation are generally exempt
  • Step 7, Homestead: After closing, file Form 50-114 with the Bexar Appraisal District. Veterans rated 100% disabled or individually unemployable may qualify for a total exemption under Texas Tax Code ยง11.131
